Rights and Interests
The Bank has established a sound management system and mechanism to safeguard the legitimate rights and interests of employees in various aspects such as employment, work and rest, compensation and benefits, and growth and development. The Bank's regulations explicitly stipulate working hours, rest and vacation, labor protection, and working conditions to prevent employment discrimination, forced labor, and other acts. The Bank follows the principle of equal pay for equal work and fully guarantees that employees of different genders, nationalities and political parties are treated equally in salary and benefits. In terms of employee development, the Bank does not differentiate based on gender, ethnicity, and political affiliation, but strives to create a diversified and inclusive working atmosphere.
The Bank urges the employees to take physical checkups to ensure that they can work in a good state of physical fitness, and organizes annual physical checkups covering all staff at the head office. In 2023, a total of 5,082 employees at the head office took voluntary physical checkups, with a participation rate of 94%.
With great importance attached to safeguarding the democratic rights of employees, the Bank has established an employee congress system covering the head office, branches, and subsidiaries. To give full play to the important role of employee representatives in democratic management, decision-making and supervision, the Bank has formulated and issued the Management Measures of China CITIC Bank on Employee Congress. The Employee Congress is held at least once a year to review the important matters regarding the Bank's reform and development and the employees' immediate interests.
The Employee Congress of the Bank actively serves employees and safeguards their rights and interests. At the end of 2023, following the conclusion of the third session of the Second Employee Congress, the Proposals Committee of the Second Employee Congress held a proposal reply seminar. It organized 21 head office departments to analyze and evaluate 57 proposals, gave definite replies to departments, and advanced the handling of proposals, reporting a proposal filing rate of 71.5%. A special report will be delivered at the fourth session of the Second Employee Congress of the Bank which is due to take place in the fourth quarter of this year.
The Bank has signed the Collective Contract for the Protection of Female Employees' Rights and Interests with female employees, providing institutional safeguards for the protection of their rights. In 2023, the Bank paid visits to 34 single-parent and extremely poor female employees, delivering them the genuine warmth and care from the Labor Union.
Voice and Listening
Since the launch of the Bank's "Voice" platform, it has received 1.4 million visits, through which more than 16,000 issues and suggestions at the grassroots level have been handled. It promptly addresses common concerns, answers any possible questions, and responds to demands. It offers an effective channel for frontline employees to solve urgent needs and troubles, and a useful tool for the head office departments to optimize business processes and improve the quality and efficiency of management. The platform offers multiple ways to express opinions and suggestions, including anonymity, nickname, and real-name options, fully respecting the rights of employees to speak out and ensuring that frontline employees can voice their thoughts, dare to speak up, and are willing to express themselves.
A whole-process opinion response mechanism is established for the "Voice" platform, featuring responses to all suggestions and opinions, process transparency, result traceability, and service evaluation. The Bank’s management places great emphasis on this and has given important instructions several times, requiring smooth channels for employees to voice their opinions. Each department of the head office has set up an operation team. After users raise their demands, each step, every handler involved, and each opinion provided in the flow are made public, and the results are visible to all staff. After the process ends, questioners can conduct a comprehensive evaluation of the handling process. The platform sets up a supervision and disclosure mechanism to announce the data on satisfaction and operation efficiency of the head office departments. Furthermore, it regularly generates operation reports and special reports on hot topics and submits the reports to the management of the bank.
Care and Comfort
The Bank values the mental health management of its employees, conducts daily psychological construction by regularly sending mental care tips, disseminating knowledge about mental health, and sharing psychological special psychological lectures, helping employees increase their psychological resilience. Employees can receive psychological counseling through specific channels such as 24/7 telephone consultation and instant pour-out, to promptly address any personal or family mental health concerns.
The Labor Union of the Bank sends blessings or consolations to employees on various special occasions such as wedding, childbirth, illness, hardship, retirement, and bereavement. In 2023, the Labor Union visited about 55,000 employees and offered comfort funds of around 23 million yuan. It comforted 346 employees in difficulty, poverty alleviation leaders, model workers in difficulty, and family members of those who died while on duty, and provided comfort funds of more than 2 million yuan.
Activities and Actions
The Labor Union of the Bank always adheres to the concept that "the Labor Union sets up a platform to benefit employees," regards organizing diversified activities as an important means of serving employees, and continues to build a normalized platform for labor union activities, so that activities are organized every month and care is delivered at each festival.

Organize and carry out the knowledge contest with the theme of "Combining Study, Reflection and Application, Aligning Knowledge, Conviction and Action, Embarking on a New Journey," and hold the first bank-wide staff calligraphy and art competition under the theme of "Eulogizing the Flourishing Age through Painting, Expressing Gratitude to the Party through Calligraphy," to carry forward traditional Chinese culture, enrich the spare time of employees, and reflect the positive spirit and persistent attitude of calligraphy and art enthusiast across the Bank.

Carry out the "Sending Blessing for the New Year" activity and invite the leaders of the Bank to visit the head office cadres and employees; organize four online quizzes on knowledge about traditional festivals such as Lantern Festival and Dragon Boat Festival, send holiday wishes to the employees.

The Labor Union of the Bank organized festival celebration activities on the Women's Day, Children's Day, Father's Day, Mother's Day, Army Day, and other festivals in diverse forms such as talks, discussions and exchanges, and parent-child interaction, creating a warm and peaceful festive atmosphere.

Hold a recreation activity for the bank-wide advanced representatives of model workers, organize 43 model worker representatives to study the spirit of the 20th National Congress of the Communist Party of China, receive education on red culture and conduct research exchanges, and hold a symposium for advanced representatives of model workers to relax their body and mind and empower them.
